In the last 10 years Germany over 12 million people have been the victims of crime.
In order to prevent crime, law enforcement must be able to protect and preserve the life of citizens. According to the new Criminal Procedure Code, only means of protection that a citizen can rely on are lethal force. On 11 April 2013, the Federal Association for Courts and Prosecutors (Bundeskriminalamt, KKG) published a draft legal text, which proposes a new criminal procedure code.
In the first instance, draft law stipulates that the state will have to justify use of lethal force. The authorisation force must be "in strict accordance with the law of armed conflict, international humanitarian law, the law of war, or other laws", and it must also not violate the Basic Law, Federal Constitution, or the constitutional right to life or other constitutional rights. The law will establish a specific procedure and training for this purpose. (1)

making it clear that lethal force is not to be used for routine activities, or in self-defence.
